ACCOUNTABILITY
As a Douglas County Commissioner, you have my commitment to
represent the people of Douglas County with integrity and honor.
Commissioners should listen to and respect citizen concerns, be
responsive and held accountable for all decisions. "Remember who
they work for."

MANAGED GROWTH
We need to manage growth consistent with the original Master Plan.
Growth is needed for financial stability and opportunity for small
business, contractors and all citizens. Uncontrolled growth over and
above available resources,  through loopholes and amendments
contrary to the Master Plan, with little or no public input should not
be tolerated.  I will work to strike a balance between  agriculture,
environmentally safe industrial, commercial and residential
development (per the Master Plan) and the peace and serenity that
brought us all to this beautiful rural community.

WATER
Whether its ground or surface water, we need to differentiate
between paper water rights and actual water available to support
present and future generations. Development strictly using paper
water rights will be detrimental to the recharge of the aquifer. " We
cannot consume more than mother nature deposits."

FISCAL RESPONSIBILITY
The citizens of Douglas County have entrusted their local
government with their tax dollars, and they have the right to expect
fiscal responsibility. I will fight to ensure the county does not
misuse or waste your hard earned money. Careful planning and
wise use of
funds should meet the needs of the county without
raising taxes or levying public bonds.

PUBLIC SAFETY, HEALTH and WELFARE
Continued support of the Douglas County Sheriffs Office , East Fork
Fire and Paramedic District and Tahoe Douglas Fire while  
addressing public facilities and infrastructure will be top priority.
A not so brief statement!
First of all I would like to thank everyone for their support and encouragement. Douglas
County is at a crossroads of where the future will be. We all have a responsibility to our
family and the ground we walk on. If we stay on the same path of  complete disregard for
the Master Plan and the greed of a few individuals, we will be living in a polluted, high
crime, resource deprived, neighbor against neighbor environment. When the resources
dry up and there is no more land to develop, the people who are circumventing the rules
and doing the damage will go elsewhere.

It is my strong belief.
*We should not be against growth. Sustainable growth is needed for all our livelihoods.  We
should be against uncontrolled and poorly managed growth through loopholes and
amendments that are not consistent with the intent of Master Plan.
*We also do not need to be for change. By adhering to the guidelines set forth by the
Master Plan and finishing the capital improvement section, which was never completed,
most of the problems we see today will be addressed. This is not an easy process, but by
eliminating the special interest groups and the "fringe benefits", we can get a good start.
Of course, this does mean a change in the power structure that has been in place way too
long.
*We need a commissioner who will make decisions based on facts from documents, experts
in the field of question and listening to the citizens of Douglas County’s concerns.

This is not an easy path for myself or my family. A lot of sacrifices will be made. I know this
sounds cliché, but I am not running for commissioner for myself. The pay is $23,000 a year
and the work week should be about 50 or 60 hours, if proper fact finding is done. This
election is about our present and future generations. We need to stop closing our eyes
and address fire, flooding, water supply, highway bypass and everything else by looking
twenty years or longer into future.
I am very aware that one person will be hard pressed to make a difference. The plan is to
have a majority on the board of commissioners who will LISTEN to the people and vote
accordingly. It doesn't matter whether you agree or disagree with the voters. We live in a
republic. Majority should rule, and I SUPPORT YOU!

Letter to DCRCC January 21st 2007


Hello All,
First let me wish everyone a belated Happy new year! I look forward to
working towards a great 2007. My focus is on what I believe to be the four
top priorities for 2007 into 2008. You can find a plethora of links to these
items and more at the website I still maintain at www.vote4doug.net .
Growth Management:
We have come a long way in reaching a possible building permit
allocation solution. We are moving to fast for some and not fast enough
for others. The goal is to keep us out of any future litigation, while trying
to appease the will of the people. Having this issue constantly over our
heads is costing everyone Time and money. Developers and small
builders are unable to plan for the future with the great uncertainty of
what an allocation system may look like and the county is unable to plan
their budgets accordingly. All I ask is for everybody to keep working and
come as close as possible to a compromise, then the commissioners can
hopefully bridge the gap if any. Whatever we come up with on an interim
basis ultimately it should be voted on in the 2008 election.
Water study:
"Whisky is for drinking; water is for fighting over" (Mark Twain) That was
the case with a recent meeting in Ruhenstroth over a transfer of water
rights into the fairgrounds well. I was pleasantly surprised by the large
turnout, including the developer for which the transfer took place.  The
immediate issue has been fixed, but the long term problem needs to be
addressed sooner than later as shown by the newly completed USGS
water report for Douglas County. This document will undoubtedly create
more discussion over the results, just like almost every other study
based on scientific assumptions. One thing for sure is the east valley
wells are dropping while the valley floor seems to remain at the same
levels. As a county, or for that matter a region we are working on a
system through Carson Water Subconservancy District to protect our
water from outside challenges while trying to appease water right
owners. Not an easy task!
Airport Restriction Ordinance:
While the prior permission required test idea has been shelved, it sure
shows our willingness to be transparent and listen to your concerns. It
has also brought to light the overlying problem that a weight specific
ordinance does not necessarily retain a small general aviation airport or
even restrict the possibility of commercial flights with all the new lighter
jets. That is why I am recommending a "Airport restriction ordinance" for
the 2008 election cycle that will specifically address what we don't want
while maintaining control of the airport and FAA funding. Another difficult
task!!
The Meth Crisis
It definitely isn't fair to our younger generation there is a drug that with
one peer pressure moment involving a bad decision to try it can lead to
an addiction that will ruin their lives. Unfortunately that is where we are
with the Methamphetamine Crisis. It isn't to late to make this a top priority!
Through the Nevada Association of Counties we are sponsoring a bill to
set aside monies for a kind of one stop info center including matched
funding to counties for specific needs. If utilized we can have a central
source for free information on all Nevada County Meth programs which
gives us the opportunity to see what has and hasn't worked. Then we
can accent and hopefully improve on good working idea's.

important prolonged issues we are working on.
